If you reference someone else's song in your song, do you have to pay for it?

eg: Rihana - SOS
Just hold me close boy cause I'm your tiny dancer
from Elton John - Tiny Dancer:
Hold me closer tiny dancer

Mariah Carey - We Belong Together
Bobby Womack's on the radio
Saying to me
"If you think you're lonely now

Wait until tonight"
Bobby Womack - If You Think You've Lonely Now
If you think you're lonely now, huh
Wait until tonight, girl

Obviously if it was an actual cover of a song you'd pay, but I've noticed a few songs lately that do this kind of thing with just a few lines or something and just wondered if they had to pay. Does anyone have any ideas?

I don't know, but most of these artists have writers who write the song, and they co write it or just sing it, so some of this may be the writers of the song using their own ideas with something else.

Not sure.

a few years back a British band Oasis released an album called "Be here now" every song on the album took at least one line from a Beatles song and they did not have to worry about copyright I think it's only if you use all the lyrics or the music.

Just a line or two is fine. I think the maximum is 8 bars of music, but I can't be sure. That being said, like, take the Mariah example... she sings the line nothing like Bobby Womack did. I'm not sure about the Rhianna example, I haven't heard much of her. But if they're just singing a line or two from another song, I don't think it's a big deal.

Another thing is... I'm not sure how this works, but Prince always complains that anyone can cover any song. Like he hates it when people cover his songs without permission (Alicia Keys covered Why Don't You Call Anymore without asking first, but she didn't know), and always brings up Chaka Khan as an example (I mean, he doesn't mind SHE covered his song, but Chaka Khan hates that Whitney covered I'm Every Woman). Is it that anybody can cover any song as long as royalties are paid, or that you don't really pay a songwriter anything for simply using the lyrics?

I'd go into research mode, but I'm kinda lazy.

I don't really have anything to say about the copyright thing becuase I don't know but it pisses me off everytime I here that SOS song. One because she stole that line for Elton John and two because she took the music from soft cells Tainted Love

check it

Originally it was going to be more obviously Tainted Love, but they toned it down, so you could be more pissed off.

I think Tainted Love and My Sharona have to be two of most copied musics of all time.
